In the last days of the Republic, the central government's four primary and competing intelligence services secretly banded together to form a single organizatin to eliminate corruption and abuse of intelligence by manipulative Senators. The new leadership revealed itself upon the announcement of the Empire, much to the chagrin of Senators and Imperial advisors who had bribed the old services to produce the information they wanted. They are led by a mysterious group called the Ubiqtorate. The public head of Imperial Intelligence is currently Armand Isard.
Imperial Intelligence members are highly professional and well trained. Although loyal to the New Order, they are not fanatically dedicated to it as their ISB counterparts are. Imperial Intelligence reports to the Emperor, as well as to the Imperial Military, which regards its service as less politically motivated and far more objective. The four official divisions of Imperial Intelligence are the Bureau of Internal Organization, the Bureau of Analysis, the Bureau of Operations, and the Bureau of Intelligence.
Unlike the ISB, Imperial Intelligence is highly decentralized, with offices and assets scattered throughout the galaxy. Although the secretive Ubiqtorate is believed to reside on Imperial Center, the intelligence service relies on a vast, interstellar communications network called Sector Plexus for its operations and reporting. This highly redundant and complex network uses a combination of hyperspace-capable message droids and short-range broadcasts to relay messages across the galaxy, but has little to no access to the HoloNet.
Imperial Intelligence only collects and analyzes data and information. Any action resulting from its data is taken by other Imperial agencies, usually the Imperial military, Moffs, and planetary governors. If needed, it also passes information on to specific planetary governments.
Divisions of Imperial Intelligence
Imperial Intelligence is divided into several division, called bureaus, which themselves are further subdivided based on function and sphere of control.
Ubiqtorate

Initially formed from the heads of the founding organizations of Imperial Intelligence, the Ubiqtorate formed the directorial council of the new agency in it's first formative months while it was under supreme secrecy. By the time of the Declaration of a New Order and the revelation of the new agency to the galaxy at large, the actual composition of the Ubiqtorate was now a mystery, as many of the known heads of the prior organizations had vanished from the public eye or, in some cases, were found dead. The only known member of the Ubiqtorate is Director of Imperial Intelligence Armand Isard.
Bureau of Internal Organization

Also known as IntOrg, Internal Organization forms the internal security and counter-intelligence division of Imperial Intelligence. It is further subdivided into the Internal Security Branch (IntSec) and the Internal Counterintelligence Branch (IntCon).
Bureau of Analysis

The Analysis Bureau pores over trillions of records across millions of worlds, analyzing and interpreting data for use by other divisions as well as dispensation to the appropriate groups within the Empire, including the Imperial government and the Imperial military. It is further subdivided into Media Branch (Media), Signal Branch (Signal), Cryptanalysis Branch (Crypt), Technology Branch (Tech), and Interrogation Branch (Interrog).
Bureau of Operations

The Bureau of Operations, also known simply as the "Bureau", is the field operations and wetworks division of Imperial Intelligence. It is further subdivided into Surveillance Branch (Surveillance), Infiltration Branch (Infiltration), Renik Branch (Counterintelligence), Diplomatic Services Branch (DiploSer), Destabilization Branch (Destab), and Assassination Branch (Assassin).
Bureau of Intelligence

Heavily reliant upon the Analysis Bureau for the culling, cleaning, and decoding of collected data, the Bureau of Intelligence utilizes experts gathered from every corner of the Empire to interpret and re-interpret the data, predicting actions and creating trend models that they then forward on to the Ubiqtorate. It is further subdivided into External Communications Branch (ExComm), Sedition Branch (Sedition), Crisis Branch (Crisis), and hundreds of Sector Branches (i.e. Imperial Center Sector Branch, Alderaan Sector Branch, or Bothan Sector Branch).
Sector Plexus

Not technically a constituted bureau, but essential to the continued operations of Imperial Intelligence is the phenomenally massive and complex Sector Plexus group. Sector Plexus is the communications network of II, and as such, is responsible for encryption, transmission, decryption, and guidance of the entire decentralized cell network of Imperial Intelligence. While technically not having any oversight authority, all command orders from the various bureaus and the Ubiqtorate pass through Sector Plexus on their way to the field cells, and all intelligence and queries pass back through Sector Plexus from the field cells to Central, thus, it could be said to have oversight of all System Cells of Imperial Intelligence. It also has technical governance over the Imperial CompLink project.
Adjustments Branch

The Adjustments Branch is an exception to both the bureau subdivision of Imperial Intelligence as well as the central processing authority of Sector Plexus. Adjustments Branch are the elite agents of II and receive their orders directly and in person from the Ubiqtorate. No record of their activities is kept in Sector Plexus, and no mission files are ever generated by their efforts.
Inquisitorius
Main Article: InquisitoriusImperial Inquisitors are the latest, secret addition to Imperial Intelligence, created at the Emperor's specific request. Though they are technically part of Imperial Intelligence, they bypass the command authority of the Ubiqtorate and report directly to the Emperor and his Executor Darth Vader, and as such, they are in practice excluded from II's resources and confidential information. They are tasked with seeking out surviving Jedi, adepts, and all students of the Force not aligned with the Emperor. As a new and largely unwelcome addition to Imperial Intelligence, the Inquisitors are often ignored or bypassed by the greater organization, but some within the Ubiqtorate have discovered that these new operatives have skills and abilities that could make them valuable allies in the preservation of the New Order if properly guided and controlled.
System Cell
The most basic unit of Imperial Intelligence, and the foundation of its distributed and decentralized structure, is the system cell. Imperial Intelligence has placed millions of system cells throughout the galaxy. They exist on nearly every inhabited world, and even on a few uninhabited ones which prove to be convenient jump sites or listening posts. While a system cell can theoretically be of any size from a single being to hundreds, they usually range from four to 20 beings. Imperial Intelligence often recruits agents from worlds on which they are going to serve, training them off-world only if absolutely necessary.
When the Ubiqtorate plans strategy, it thinks in terms of operations which could be conducted independently by system cells, with all coordination coming from bureaus. System cells are aware of the command structure immediately above them, but are allowed to know very little else about Imperial Intelligence. They are most emphatically not allowed to know of the existence or operations of other system cells.
Imperial Intelligence gives system cells rudimentary logistic support. The only standard piece of equipment is the RWStar A/P Transceiver, with expanded memory and processing capabilities, which communicates with Plexus Droid Vehicles or Plexus conduits. Other equipment is to be obtained by the system cell itself, or its provided on a mission basis only. This lack of equipment occasionally hampers a cell, but the ingenuity of cell agents usually makes up for the lack of sophisticated gear.
A cell can increase its status within Imperial Intelligence by equipping itself from hostile sources. This includes not only resistance groups currently under surveillance but often the local underworld and sometimes even rival agencies like COMPNOR.
